Damon Terzaghi has spent his career working in programs that support older adults, people with disabilities, and low-income families. Currently, Damon is Director of Medicaid Advocacy at the National Association for Homecare and Hospice (NAHC). At NAHC, Damon is responsible for establishing the Association’s Medicaid-specific regulatory, legislative, and technical assistance priorities; providing information and analysis to members regarding issues in Medicaid that impact Homecare, Hospice, and HCBS; and developing NAHC’s Medicaid-specific resource library.

From 2014 to 2022, he was a Senior Director at ADvancing States, the association representing state government aging, disability, and long-term services and supports agencies. In this role, he was responsible for collaborating with members, the board of directors, and leadership to establish the association’s policy platform; engaging with Congress, the Administration, and outside counsel to promote the priorities; providing direct technical assistance to state entities on Medicaid, aging, and disability programmatic and policy issues; and researching national trends around long-term services and supports. Prior to joining ADvancing States, Mr. Terzaghi served as Vice President for the Marwood Group LLC where he led the group’s Medicaid research practice. Mr. Terzaghi has served as a Health Insurance Specialist for the Centers for Medicare and Medicaid Services (CMS) where worked on Medicaid policy, HCBS, behavioral health, eligibility and managed care.

Prior to working with CMS, Mr. Terzaghi served as a Senior Policy Associate for the National Association of State Medicaid Directors providing direct technical assistance and support to states; analyzing proposed regulations and legislation; writing congressional testimony; and presenting at state and national conferences on issues relating to Medicaid.  He also provided direct technical assistance to state Medicaid and disability agencies through the Center for Workers with Disabilities. Mr. Terzaghi began his career working for the Oregon Department of Human Services where he performed quantitative and qualitative research to guide policy for Medicaid and related programs. He provided the department with technical support to management on subjects including long-term care, linking transportation and long-term services and supports, and the Ticket to Work implementation. In Oregon, Mr. Terzaghi participated in an interagency collaboration between the Department of Human Services and the Department of Transportation.  He holds a Bachelor of Arts Degree from Willamette University in Salem, Oregon, and a Master of Science in Public Health Administration from Trinity University in Washington DC.
